BlackSwan Capital is pleased to announce that Dragan Blaškan, based in Split, Croatia, has joined the firm as Partner, further strengthening BlackSwan’s presence and business development capabilities across the Western Balkans.
Dragan brings extensive international business development experience and a strong sector background across renewable energy, data centers and raw materials — three areas at the core of BlackSwan Capital’s expanding international activities.
Based in Croatia, he has developed a broad network throughout the Western Balkans, complemented by established relationships in West Africa. His international perspective is further supported by his academic education in the United States, including studies at Lane Community College and Oregon State University.
Strengthening BlackSwan in the Western Balkans
Dragan will support BlackSwan Capital’s business activities with a particular focus on the Western Balkans, contributing to project origination, business development, investor access, strategic partnerships and cross-border transaction execution.
The region is becoming increasingly relevant for international capital.
Energy transition, renewable generation, grid modernization, digital infrastructure and data centers, as well as critical raw materials and broader infrastructure requirements, are creating a growing pipeline of investment opportunities. At the same time, major international investors, infrastructure funds, strategic corporates and financial institutions are increasingly assessing the Western Balkans as part of their European investment strategies.
For BlackSwan Capital, this creates a natural extension of its existing European and international platform.
The combination of strong local networks, access to international capital and investors, sector expertise and hands-on transaction execution is particularly important in markets where opportunities frequently require navigating complex stakeholder environments across jurisdictions.
Dragan’s experience and regional relationships will further strengthen BlackSwan’s ability to bridge this gap.
Connecting Regions and Capital
Beyond the Western Balkans, Dragan’s network across West Africa adds another dimension to BlackSwan Capital’s international reach.
The intersection between energy, infrastructure, natural resources and international capital is becoming increasingly important across emerging and growth markets. BlackSwan continues to expand its network of experienced professionals capable of identifying opportunities locally and connecting them with international investors, financing partners, strategic buyers and industrial partners.

Martin Wolfram Steininger, Chairman & CEO of BlackSwan Capital, comments:
“Dragan is an excellent addition to our international Partner team. The Western Balkans are increasingly attracting the attention of major international investors, particularly across energy and digital infrastructure. But these markets require much more than capital. They require local relationships, an understanding of the regional environment and the ability to execute across borders. Dragan brings exactly this combination. His additional network in West Africa further complements our growing international platform.”

Stefanie L. Wurzer, Senior Managing Partner & COO of BlackSwan Capital, adds:
“Our growth has always been driven by people who combine entrepreneurial thinking with strong networks and genuine execution capabilities. Dragan brings extensive business development experience together with expertise in sectors that are highly relevant to BlackSwan. We are very pleased to welcome him to our Partner team and look forward to developing new opportunities together.”

Dragan Blaškan, Partner at BlackSwan Capital, comments:
“The Western Balkans are entering a particularly interesting phase. We have strong projects, significant infrastructure requirements and enormous potential across renewable energy, data centers and natural resources. At the same time, international investors are looking increasingly closely at the region. The opportunity is to connect these two sides and turn potential into executable transactions.
This is exactly why I am excited to join BlackSwan Capital. BlackSwan combines an entrepreneurial approach with an exceptional international network, access to capital and, most importantly, a strong focus on execution. I see tremendous potential to bring international investors and strategic partners closer to opportunities in the Western Balkans, while also contributing my relationships and experience in West Africa.
I look forward to working with Martin, Stefanie and the entire BlackSwan team and to building sustainable business across regions together.”
Expanding the BlackSwan Network
Dragan’s appointment represents another step in BlackSwan Capital’s continued development as an international corporate finance, investment and project advisory platform.
From its European base, BlackSwan today connects projects, entrepreneurs, investors, financial institutions and strategic partners across multiple regions, with particular expertise in energy transition, infrastructure and data centers, real estate, raw materials and commodities, and complex cross-border transactions.
The addition of Dragan Blaškan further strengthens this network and BlackSwan’s ability to originate and execute opportunities across the Western Balkans and beyond.
A warm welcome to the BlackSwan Partners’ Team, Dragan!
We look forward to building the next chapter together. 🦢
